Access restrictions to Google Sites

I understand that the NEW Google Sites can be made non-public – in that respect that you NEED to know the LINK (because this NEW Google Sites site is not shown on search browsers).

Is this the only way to restrict acess to the NEW Google Sites?

I read that the CLASSIC Google sites also can restrict in the following way: That only INVITED people can see the CLASSIC Google Sites. (Does it mean that only certain email addresses have access??? – or only certain IP-adresses have access ?????)

I do not understand the concept "G Suite user". Who is a G Suite user? (I read that G Suite Users are people with a G Suite email (such people will have an email to the domaine which is connected with G Suite account, such as smith@website.com, xxx@website.com ….), .

But I want to know if such G Suite users are NOT all the people who have access to the domaine. (and can read the Google Sites in the domaine – because then the G Suite would be extremely expensive !.

I am looking for a solution where only persons X, Y and Z have got access to a Google Site (because X, Y and Z are members of an organisation OR because they have been granted access OR because they have paid for access) have access to such Google Sites – and therefore of course that access is blocked for non-(X,Y,Z).
